The following issues which will help in boosting the agricultural economy through cooperatives.
- We need to start cooperative societies’ agriculture export incubation centres, to increase agricultural exports and increase opportunities for youth. Like the RKVY scheme, there may be a separate scheme for the Cooperative Agriculture Export Incubation Centre. It will be useful for increasing exports and cooperative business development
- There is a need to create a cooperative agriculture export cluster in the district through which agricultural exports activities can be promoted.
- In order to enhance the competitiveness of Indian agricultural exports, infrastructure like pack houses, cold storages, processing facilities need to be established at the grassroots level. India does not have adequate agricultural export infrastructure. Co-operatives can promote the development of such infrastructure which will facilitate export from villages.
- India’s agricultural exports are mainly fresh produce, however, there is a great demand for processed foods in the international market. Considering the competitive advantage, India can be a global leader in food processing exports. Along with A Primary Agricultural Credit Society (PACS), we need to promote Secondary/Processing Agricultural Credit Society (SACS), this will help in increasing the export of processed foods.
- In APMC market, cooperative marketing is an alternative to private dealers, hence there is a need to empower cooperative marketing to store, transport, process farm goods at the time and place as per the wishes of the consumers.
- Due to lack of expertise in handling various business activities, cooperative marketing is not very effective in many states, hence the need for cooperative business school, this will help in gaining expertise personnel in cooperative business.
- To prepare a blue print or detailed plan to ‘provide customized, sector-wise and need based business management support’ to the existing and potential agricultural marketing cooperatives in the country to be competitive in the domestic and international market.
- There is a need to prepare a state wise action plan for exports from cooperatives and Agricultural Export Promotion Council’s like APEDA, MPEDA, Spice Board etc. will have to play an active role in promoting exports from cooperatives.
- Indian cooperative sector is taking a positive shape and diversifying its scope. Indian cooperative sector needs trained cooperative professionals to manage the cooperative sector in a better way. Therefore, in order to develop cooperative professionals, the Ministry of Cooperation may develop a Cooperative Service Commission under which trained cooperative professionals can be developed.
- India is an important country in the world cashew export. Recently, Government of India has brought cashew export under APEDA. This important and necessary step has been taken by the Government of India. This will have a long-term positive impact on Indian cashew exports. States like Maharashtra, Odisha and Karnataka can lead India in the world cashew economy through cashew cooperatives.
- India has all potential to become a global leader in the agriculture sector, provided India needs to improve agriculture sector competitiveness in terms of productivity, technology, infrastructure export etc. It is not possible without active involvement of cooperative societies. Therefore, having cooperative societies at each and every Panchayat will help to uplift the agriculture sector.

At present there are 95000 Primary Agricultural Cooperative Societies (PACS) in India and approximately 300000 Gram Panchayats in India. It means still 200000 Primary Agricultural Cooperative Societies (PACS) can be formed. PACS are very much important for improving the competitiveness of India’s agricultural economy.
